Why is Bush red faced?

Saw a pic in the newspaper today, of Bush waiting to receive a blessing at a memorial for the 4000 dead in New Orleans, one year after the Katrina disaster.
Is his face red!

The question is WHY????
Is it possible the man feels shame or embarassment?
Is he embarassed

1. before god
2. at attending the memorial
3. at being President
4. for getting to be President by fraud
5. for giving out millions to destabilise Chavez, who has better democratic right to be President of Venezuela than he has to be President of US
   
6. because he has been as good at rebuilding New Orleans as he has at rebuilding Iraq
7. for some other reason

Or is he not embarrassed at all?
